Footage Released from Fatal E-Bike Collision with Police Car in Middletown.

MIDDLETOWN, NJ — The New Jersey Attorney General released video footage of a fatal crash involving a marked patrol car and an e-bike on Rt. 36.

On October 10, 2025, at 1:00 p.m., Officer Timothy Funk of the Atlantic Highlands Police Department struck Henry Phillips, Jr., a 73-year-old resident of Atlantic Highlands, while he was riding an e-bike. Phillips was traveling southbound in the northbound lane of Rt. 36 when the collision occurred as Funk made a right turn on red.

Phillips suffered serious injuries and was airlifted to Jersey Shore University Medical Center, where he died on October 19, 2025. As of now, no criminal charges have been filed against Officer Funk.

Authorities confirmed that the incident remains under investigation by the Attorney General’s Office, which released the video to maintain transparency in the investigation of fatal police encounters. Phillips’s family reviewed the footage prior to its public release.
