Motorcyclist Killed in Elk Grove Collision, Family Advocates for Legislative Change

ELK GROVE, CA — A motorcyclist, Connor Lopez, 23, was killed in a traffic collision on April 23, 2025, while riding his motorcycle at the Winco parking lot off Sheldon Road.

According to authorities, Lopez was struck by a vehicle turning into the parking lot. Emergency medical services responded to the scene, but Lopez succumbed to his injuries.

Since the incident, Lopez’s family has gathered weekly at the site to raise awareness about the circumstances surrounding his death and the associated legal implications. Lopez’s mother, Allison Lyman, emphasized the need for stricter penalties for negligent driving that results in fatalities.

“This was preventable,” Lyman said. “The level of negligence to take a life here is extreme, yet the death is categorized as a misdemeanor.”

Reports indicate the driver involved has been charged with a misdemeanor, facing potential diversion programs instead of more serious consequences. Lyman is advocating for legislative changes to prohibit such charges from qualifying for diversion.

A petition seeking over 11,000 signatures to exclude vehicular manslaughter from pretrial diversion has been initiated on Lopez’s memorial page. Lyman has also been meeting with state lawmakers to propose new legislation.

Assemblymember Lori Wilson introduced a bill on January 29, 2026, aimed at ensuring any dismissed misdemeanor cases as part of diversion are recorded with the DMV, addressing concerns about the impact on repeat offenders.
